Downtown Parking and Business Improvement Area (DPBIA)

As set forth in Chapter 3.34 of the Chico Municipal Code, those businesses operating in the Downtown Parking and Business Improvement Area (DPBIA) area are subject to an additional license tax and must complete a DPBIA Application along with the Business License application.
The DPBIA Tax is based on the type and location of the business within the Downtown Chico area. The DPBIA is separated into two zones, Zone A and Zone B. Click here to see zone map.
Before calculating the DPBIA tax, it is necessary to know in which zone the business is located.
Any new business established in the DPBIA is exempt from this tax during the first license year during which it commenced business.
What is the tax used for? Per section 3.34.090 of the Chico Municipal Code, the purpose of the funds raised by this tax shall be devoted to one or more of the following purposes:
- The acquisition, construction or maintenance of parking facilities for the benefit of the area;
- Decoration of any public place in the area;
- Promotion of public events which are to take place on or in public places in the area;
- Furnishing of music in any public place in the area;
- The general promotion of retail trade activities in the area.
